Experience:

Frank spent 9 years as a Marine Engineering Officer in the Merchant Navy. Thereafter he studied at the University of Newcastle upon Tyne where he obtained a degree in Marine Technology, with honours in Marine Engineering. After 4 years as a Marine Surveyor Frank joined Burgoynes in Singapore in 1997 and transferred to the UK in 2000 and became a Partner in 2008.

Since joining Burgoynes, Frank has been continuously involved in the investigation of fires, explosions and mechanical engineering failures both on land and on marine vessels.  In the course of these duties he has travelled extensively and has investigated incidents in the UK, Europe, Asia, Africa and South America. 

Frank has given expert evidence in civil courts, arbitrations and mediations, both in the UK and overseas.  He has lectured on fire investigation at conferences, and to audiences from the insurance industry and to the fire service (both in the UK and overseas).  He has also published an article in The Maritime Advocate magazine on forensic engineering and has spoken on the subject to the insurance industry.

On land his work involves the investigation of fires, explosions and engineering failures.  This work has been conducted in a variety of locations, ranging from private dwellings and commercial premises through to oil refineries.  He has developed an interest in the investigation of fires involving vehicles, oil fired equipment and engineering plant.

As a marine engineer Frank has a particular interest in the investigation of incidents aboard ships, where he has investigated fires, explosions and engineering failures.  These incidents have occurred in cargo holds, machinery spaces and in accommodation blocks.  He has also investigated cases of cargo contamination, cargo spillage and marine equipment failures.  Advice and assistance has also been given in the extinguishment and management of live fires.
